A lot of policy ideas come into the world, but most of them go away without being implemented. It is just like natural selection of living things. In the nature, only lucky genes, which fit changes of the environment, can survive. What about policies?
Survival rates of plants and animals are low. Usually they produce a lot of seeds and disperse them. Mammals have survived the natural selection by keeping babies close and raising for a longer peoriod. Then, can policy mammals, if they exist, make the survival rates of their babies higher?
