SOS: Trafficking
Gender bias and sexist attitudes towards women are one of the major social
problems in Thailand. This makes the commercial sex industry difficult to
tackle. As a consequence, many women and children are lured or coerced
into prostitution and thus stigmatized as commercial sex workers.
However...We do believe that all problems can be solved if we do not
ignore them. Today...We are part of a social movement to take action to
help for female exploitation in our society.
Thailand's National Commission on Women's Affairs (NCWA) is the
organization which is responsible for caring for all women and children
in Thailand, but has particular focus on the more vulnerable members
of society, including those trafficked into prostitution. Its goals
include:
- The total elimination of entry into the commercial sex business by
children of both sexes under 18.
- Imposition of punishment on all persons with a part in bringing children
into the commercial sex industry, including any officials involved.
- Prohibition of luring, threats, exploitation, and acts of violence in
the operation of the commercial sex business.
The NCQA aims to reinforce and support the enforcement of laws against all
people involved in the exploitation of children in teh commercial sex
business, including parents and officials, and to protect child victims and
rescue vicitms from prostituion rings.
In taking the action Thailand are guided by the "WOMEN AND COMMERCIAL SEX"
section in the Perspective Policies and Plan for the Development of Women
(1992-2001) and the National Policy and Plan of Action for the Prevention
and Eradication of the Commercial Sexual Exploitation of Children.
Key Targets
CHILDREN AND WOMEN
We have coordinated the setting up of the Center for Child Prostitution and
Child Labour Prevention and Suppression, to provide initial accommodation
for rescued victims. Further Centers will provide a complete range of
services for child victims, including lodging, educational and occupational
training, job placement, counselling and other support services.
PARENTS
Educating families about child prostituion and its damaging effects,
including health risks, psychological risks and dangers of abuse, as well as
supporting a legal change to allow the imposition of punishment on parents
who knowingly sell their children into the commercial sex business.
CLIENTS
Changing the inappropriate societal attitudes which tolerate and even
encourage the use of commercial sex services, with a particular focus on
changing the attitudes of clients towards commercial sex services, and
particularly the exploitation of children in commercial sex business
Strengthening law enforcement efforts against both foreign tourists and
Thai nationals who use sex services.
COMMUNITY, SOCIAL INSTITUTIONS
Developing strong communities which are aware of the dangers of exploitation
of
THE ROYAL THAI GOVERNMENT HAS STATED ITS ACTION TO ERADICATE THE
"PROSTITUTION" PROBLEM FROM THAI SOCIETY AND THE NCWA IS CONCENTRATED
ON THAT GOAL.
